Hulce Consulting Group (HCG)
Carla Hulce is the Principal Member at HCG. Carla works with schools, districts, and states to implement successful turnaround and transformation services. As part of this work, she provides guidance on the design, implementation, and evaluation of school reform initiatives and designs and facilitates technical assistance and professional learning sessions. Carla developed and conducts Educator Effectiveness Calibration Training based on the Professional Standards for Educational Leaders (PSELs). Prior to joining HCG, Carla was an affirmative action consultant. Creating affirmative action plans in compliance with Executive Order 11246 for federal contractors and subcontractors. Clients included such companies as American Honda Motor Company, Lockheed Martin, AT&T Broadband, Morton Salt International, Synovus Financial Corp., International Truck and Engine Corp., Burlington Northern Santa Fe, and Kindred Healthcare Inc.

Carla served as associate director of the Small Schools Workshop, working on small school and smaller learning community initiatives in large urban, suburban, and rural school districts, such as Chicago; Dallas; Houston; and Oshkosh, Wisconsin. Carla also worked as a leadership coach for the Chicago High School Redesign Initiative and was a senior program officer at the American Institutes for Research where she provided schools, districts, and states with expertise in the design of learning environments aimed at improving the academic achievement of gifted students and disabled students. Carla is also the author of “Performance Management Workbook: A Framework for Achieving Anti-Racist and Anti-Ableist Schools” and an online course titled “PM: A Framework Using An Equity and Access Lens”. Carla’s latest project, SchoolED with Carla Hulce podcast, shines a spotlight on the pitfalls, promises, and future of K-12 education. Carla earned a master’s in education, with a focus on instructional leadership, from the University of Illinois–Chicago.
